The Functional Safety Manager (FSM) is responsible for providing corporate expertise in functional safety, providing assurance to the Director of Risk and Assurance and Senior Leadership Board that the site’s functional safety management system (FSMS) is developed and applied, and providing technical guidance to others across the Institute (including Estates Management Services, EMS) on the FSMS. The FSM should be actively involved in the applicable phases of all projects and maintenance activities by providing functional safety input in technical planning and documentation. The FSM is also responsible for facilitating development of a register of the functional safety critical equipment including Safety Instrumented Functions (SIF) and Independent Protection Layers (IPLs).

 

Main duties and responsibilities

 

  • Develop and implement a Functional Safety Management System (FSMS) and a Functional Safety Asset Lifecycle (FSAL), in conformity with IEC 61511 and IEC 61508.
  • Develop programme of ongoing functional safety / technical review of site mechanical and electrical/controls engineering assets, including those designated as Safety Instrumented Systems (SIS).
  • Develop and implement functional safety training for staff across responsible departments, including mechanical and electrical/controls engineers and Health Safety & Biorisk Advisers.
  • Develop functional safety audit / inspection programme in partnership with Quality & Biorisk.
  • Support the organisations Operational Project Managers and Science Leads as applicable on capital investment by providing technical information that supports capital business case submissions for functional safety upgrades and/or fort lifecycle replacement of mechanical, electrical/controls equipment as required.
  • Provide FS technical support to Operational Projects and the site Development Programme on mechanical, electrical/controls, design and commissioning processes as applicable.
  • Work closely with IT to ensure ongoing cyber risk mitigation and compliance within SISs.

Technical skills

 

  • ONC/HNC or degree in mechanical or electrical engineering, process engineering, software engineering, physics, or other comparable field of study.
  • Experience of working in or application of functional safety management.
  • Working knowledge of IEC 61511 and IEC 61508.
  • Experience of implementation of safety systems for mechanical and/or electrical/controls in engineering and/or process systems.
  • Exceptional attention to detail, accuracy in documentation & records management.
  • Excellent oral and written communication skills, including with stakeholders, external bodies, peers, government agencies, regulatory authorities.
  • Excellent networking skills, with the ability to build effective collaborative relationships.
